By the 1970s the phenomenon of ‘hard to let’ estates emerged as a growing problem, even in areas with long council waiting lists. In a small number of urban housing authorities the problems escalated out of control. The number of empty properties grew, rent arrears increased and repair backlogs built up, even for urgent repairs.
