8 Management problems emerged on many of the new estates soon after they were completed. Where the problems were not tackled the estates with the worst problems embarked on a spiral of decline. By the 1970s the phenomenon of ‘hard to let’ estates emerged as a growing problem, even in areas with long council waiting lists. In a small number of urban housing authorities the problems escalated out of control. The number of empty properties grew, rent arrears increased and repair backlogs built up, even for urgent repairs.

3 However, when a detailed analysis of performance data was made the results of stock transfer associations and local authorities were remarkably similar. Contrary to the widespread view among government ministers and civil servants, the evidence does not show that stock transfer landlords are more efficient than local authorities, although they do compare favourably with other housing associations. Stakeholder views chime with previous research showing that housing management performance (and average tenant satisfaction) tends to improve following stock transfer.

Approximately half this programme was spent on the renovation of older properties, especially in inner city areas. Housing associations played a leading role in many HAAs, as well as the earlier General Improvement Areas (GIAs), by buying up both vacant properties and properties that private landlords were not able or willing to improve. As a result of this activity there was a remarkable transformation in many older neighbourhoods. The election of the Conservative Government in 1979 marked a major change in housing policy.
